Verizon speed issue

I have verizon fios and like my speed but not always is the speed near it's 10/2 ratio. Why is my speed so slow. The verizon rep. told me that I will have a dedicated fios line and fast speed 24/7. It don't seem that way. My reconized that sometimes the speed will drop and it is the same as if I still have my roadrunner cable. Is it possible that someone is tapping my fios internet or using my bandwidth from another location? Can someone answer that question for me? Below is my speed notice my upload is higher than the download speed.
